Because some of the paid Visual Novels and stuff like HuniePop are also censored. They censored HuniePop too? Ya huniepop was censored ish, well they only show up to a few pictures in, just as far as the panties or semi lewd shots nothing more. The huniepop devs provide a link and a process to uncensor the game in the steam forums themselves which is kind of ballsy all they do is check for a certain file that you can make yourself, its a 0kb file just needs to have a certain name and be.game and it uncensors the game. I guess if you go and do that its still legal for them to sell it on steam heh.

If you are using HF Patch make sure it's installed to the same folder as the game! If you are using English launcher make sure it's in the same folder as the game! This patch updates your game with officially released DLC. In addition it installs English launcher and user interface, uncensor and partial story translation created.

So the steam version your still getting the uncensored version just you need to essentially put in a code of sorts through placing a file next to the exe. Sneaky dev is sneaky.
